The Islamic Revolutionary Guard Corps Navy now describes the Strait of Hormuz as a “vast operational area” stretching from Jask in eastern Iran to Siri Island in the west. Meanwhile, Iraq and Pakistan have cut deals with Iran to ship oil and liquefied natural gas from the Gulf, demonstrating Tehran's ability to control energy flows through the Strait of Hormuz.
Regulation & Compliance Updates
The Tokyo MOU carried out a record number of inspections in 2025, with 35,546 inspections conducted on ships registered under 111 flags. The detention rate continued to decrease, but has not yet returned to pre-pandemic levels. The most common deficiencies found during inspections were related to fire safety measures, lifesaving appliances, working and living conditions, and safety of navigation. The Marine Accident Investigation Branch (MAIB) has also reported on the Kommander Susan fire, which was caused by substitute engine components. The use of non-genuine engine components during a major overhaul in 2019 was identified as a key safety issue.
